Abstract

Rendahnya literasi hukum praktis di kalangan mahasiswa berpotensi meningkatkan kerentanan terhadap pelanggaran UU ITE, plagiarisme siber, dan kekerasan seksual (UU TPKS). Kegiatan Pengabdian kepada Masyarakat (PkM) ini bertujuan untuk menguji dan mengakselerasi kompetensi kognitif hukum praktis serta menghasilkan instrumen tata kelola konflik mandiri pada mahasiswa lintas program studi di Universitas Negeri Manado (UNIMA). Metode intervensi yang digunakan adalah implementasi wadah Pusat Kesadaran Hukum yang mengintegrasikan pembelajaran berbasis pengalaman melalui simulasi kasus dengan model pendampingan teman sebaya. Peserta program melibatkan 55 mahasiswa perwakilan dari enam program studi heterogen. Hasil evaluasi kuantitatif menunjukkan adanya lonjakan signifikan pada kompetensi kognitif peserta, di mana skor rata-rata meningkat dari 48% (pre-test) menjadi 87% (post-test). Secara kualitatif, program ini berhasil menyusun produk kebijakan berupa draf kerangka kerja mediasi teman sebaya dan Standar Operasional Prosedur (SOP) mediasi internal organisasi kemahasiswaan (ormawa). Selain itu, pengukuhan 7 Duta Hukum Kampus yang memproduksi 5 konten edukasi digital mampu memperluas dampak sosial dengan capaian jangkauan akumulatif sebanyak 2.500 tayangan media sosial dalam satu bulan. Analisis komparatif menunjukkan adanya gejala kesadaran hukum pragmatis, di mana materi hukum adaptif lebih cepat diadopsi sebagai mekanisme perlindungan diri. Keterbatasan program ini terletak pada pendeknya linimasa pemantauan dampak jangka panjang SOP di lapangan. PkM ini menyimpulkan bahwa penguatan budaya hukum kampus lebih efektif diakselerasi melalui keterlibatan aktif teman sebaya dan fleksibilitas media digital.
